ANDREW L. HISCOX: NAFI/CFEI, IAAI/FIT – Gastonia, NC

Andrew Hiscox is a Certified Fire and Explosion Investigator through the National Association of Fire Investigators, a Certified Fire Investigation Technician through the International Association of Arson Investigators, and a Certified Fire Investigator Technician through the State of North Carolina Fire and Rescue Commission. He has over 16 years of fire service experience including serving as a Firefighter, Engineer, Lieutenant, and Captain. He has been with the Union Road Volunteer Fire Department since 2006, the Gastonia Fire Department since 2013, and spent five years with the Crowder’s Mountain Volunteer Fire Department. He holds a Bachelor of Science degree in Fire and Emergency Services Administration from Fayetteville State University as well as numerous other fire-related degrees and program certificates. He is a member of the International Association of Arson Investigators, the International Association of Arson Investigators – North Carolina and South Carolina Chapters, and the National Association of Fire Investigators.

 

TAMMY L. ENDICOTT-POWELL: IAAI/CFI – Vale, NC

Tammy Endicott-Powell is a Certified Fire Investigator through the International Association of Arson Investigators. Tammy has more than 33 years of experience in law enforcement, more than seven of which included examining fire scenes and determining areas of origin and causes of fires. Her roles have included serving as patrol officer, detective, sergeant, and lieutenant. Since 2008, Tammy has served as Special Agent with the North Carolina State Bureau of Investigation, conducting fire investigations within the State of North Carolina. She is also an ignitable liquid detection canine handler for the state. Tammy is a member of the International Association of Arson Investigators, the North Carolina Chapter of the International Association of Arson Investigators, and the United States Police Canine Association.
 

VICKY MARTIN: NAFI/CFEI – Greensboro, NC

Vicky Martin is a Certified Fire and Explosion Investigator through the National Association of Fire Investigators, as well as a Fire Investigator Technician and Certified Level I and II Instructor through the Department of Insurance: Office of the State Fire Marshal. Vicky has more than 15 years of experience in the fire service. She has been employed by the Greensboro Fire Department for the past 18 years, serving in the positions of firefighter, fire engineer, fire lieutenant, fire line captain, and fire inspector. She currently serves as a fire investigator for the department, and her responsibilities include conducting fire investigations in the city of Greensboro, NC. Vicky is a member of the National Association of Fire Investigators, the International Association of Arson Investigators, and the North Carolina State Firefighters’ Association.

 

JONATHAN A. MOORE, P.E. – Marshville, NC (Greater Charlotte Area)

Jonathan Moore is a professional engineer with a Bachelor of Science in Electrical Engineering from the University of West Florida in Pensacola, FL. He has experience in building design, commissioning, and failure analysis. Some types of facilities he has electrical design experience include laboratories, automotive dealerships, higher education, parking garages and health care facilities. Jonathan has experience in functional performance testing of various mechanical, electrical, and plumbing equipment. He has simulated failures of utility systems and individual electrical and mechanical equipment to prove the functionality of the equipment. Jonathan has performed short circuit and arc flash calculations based on IEEE standards. He is also a veteran of the United States Marine Corps where he worked as a heavy equipment operator in Kuwait, Iraq, and Twentynine Palms, California

 

JERRY D. WEBSTER: IAAI/CFI,  NAFI/CFEI, CVFI – Greensboro, NC

Jerry Webster is a Certified Fire Investigator through the International Association of Arson Investigators, as well as a Certified Fire and Explosion Investigator and a Certified Vehicle Fire Investigator through the National Association of Fire Investigators. Jerry has over over 40 years of experience in all aspects of fire investigation, retiring in 2002 from the North Carolina State Bureau of Investigation, and conducting investigations in the private sector since. He has many appointments, including the Attorney General’s Representative to the NC Fire and Rescue Commission, the NC Department of Insurance Arson Awareness Council, and the Governor’s Council on Juvenile Fire Setters. Jerry has extensive training from the U.S. Bureau of Alcohol, Tobacco & Firearms, Fire Findings Laboratories, and the International Association of Arson Investigators. He was the supervisor of the SBI Arson Program for five years preceding his retirement.

 

W. DONEL BRAXTON: IAAI/CFI – Raleigh, NC

Donel Braxton is a Certified Fire Investigator through the International Association of Arson Investigators. He is also a certified Instructor with experience in Fire Code enforcement. Donel has over thirty-two years of experience in the fire service, twenty of which were spent as a Deputy Fire Marshal for the Wake County Department of Fire Services. He holds a degree in Bachelors in Justice Studies from North Carolina Wesleyan College, as well as an Associates Degree in Fire Protection Technology from Wilson Technical College. Additionally, Donel has testified as an expert witness in the field of fire investigation in both federal and district courts. He is an active North Carolina Chapter of the International Association of Arson Investigators and has previously served as the organization’s 1st Vice President. Donel is a member of the NC/SC Joint Conference Training Committee and the NCIAAI Training Committee.

 

HENRY A. WATSON: IAAI/CFI – New Bern, NC

Henry A. Watson is a Certified Fire Investigator through the International Association of Arson Investigators. Henry has over 28 years in the fire service with the New Bern Fire Department, having served as fire inspector, chief fire inspector, and fire marshal before retiring in 2010. Additionally, he is a member of the North Carolina Chapter of the International Association of Arson Investigators. Henry is a court-qualified expert witness. He is also a Certified Fire Investigator through the National Board of Fire Service Professional Qualifications. Henry holds a Level III Fire Inspector and a Building Level I certification with the state of North Carolina.

 

WILLIAM J. MARTIN: IAAI/CFI – Myrtle Beach, SC

William J. Martin is a Certified Fire Investigator through the International Association of Arson Investigators. William is also a Certified Fire Investigator through the National Board on Fire Service (Pro Board). While with the New York City Police Department for over 20 years, he served as a police officer and sergeant. William is the lead fire investigator with Horry County Fire and Rescue in South Carolina, where he supervises the fire investigation unit.

 

ARNO J. RANDALL: IAAI/CFI,  NAFI/CFEI, CVFI – Hampton, VA

Arno Randall is a Certified Fire Investigator through the International Association of Arson Investigators, as well as being a Certified Fire and Explosion Investigator and a Certified Vehicle Fire Investigator through the National Association of Fire Investigators. He is a court-qualified expert witness. He has more than 15 years of experience in the fire service. Arno served as a fire and explosion investigator for the Hampton Fire Marshal’s Office from 2007 until 2019. He earned his bachelor’s degree in Fire Administration from Hampton University.
